Texas Governor Commutes 28 Death Sentences in response to Supreme Court ruling

AUSTIN -- Responding to the Supreme Court's ruling that juveniles cannot be executed, Texas Gov. Rick Perry on Wednesday commuted 28 death sentences to life in prison for inmates who were under 18 when they committed capital murder.
