A Sacramento County jury convicted Fairfield City Councilman John A. English of possessing methamphetamine and drug paraphernalia while inducing his nephew to lie to investigators. Authorities arrested English, 53, on Dec. 31 at Sacramento International Airport after baggage screeners found methamphetamine and two pipes in his carry-on luggage.
